I dived into this recently when I saw another tool that optimized content and meta tags elements (titles and meta descriptions) through a Javacript that would then manipulate the content.
Something that is not against Google guidelines, but something that is less effective compared to actually changing the content on the page.
So in short; no, using Javascript to optimize is not the best way, but might be ok if you won't do the optimization otherwise.
To understand why, you need to understand how Google crawl a site and how Google processes JavaScript on websites.
It's important to know the three main phases: crawling, rendering, and indexing.
1. Crawling
Googlebot, the tool Google uses to explore the web, starts by taking a URL from its crawl queue. It checks if the site allows crawling by reading the robots.txt file. If allowed, Googlebot makes an HTTP request to fetch the page. It then parses the HTML to find links and adds these to the crawl queue. For JavaScript sites, Googlebot may need to execute JavaScript to see the actual content, especially if the site uses an app shell model where the initial HTML doesn't contain all the content.
2. Rendering
After crawling, Googlebot queues the page for rendering. Rendering involves executing JavaScript to generate the full content of the page. This is done using a headless version of Chromium, which processes the JavaScript and produces the rendered HTML. Googlebot then parses this HTML again to find more links and adds them to the crawl queue.
3. Indexing

Proper indexing requires that the page's content is visible in the rendered HTML. Using techniques like server-side rendering can improve speed and ensure all content is accessible to Googlebot.
